BIRMINGHAM, AL – DECEMBER 4, 2017: Clarence Jacobs (left) tries to clear up his voter eligibility with the help of Birmingham City Councilor Sheila Tyson, representative of District 6. Jacobs, 71, was sentenced to one year probation in the 1990s after pleading guilty to stalking and burglary charges from an ex-wife.
