BIRMINGHAM, AL – JANUARY 28, 2014:
Rob Trautwein, a paramedic with Birmingham Fire and Rescue, wheels in a patient to the UAB Emergency Room. Under the Affordable Care Act, the expansion of Medicaid was intended to provide coverage for very-low-income people in all fifty states. The decision by some states to opt out of the expansion has left the poorest residents without medicaid or access to subsidies in the health insurance marketplace.
